What colour and kind of top can be worn with a matching pleated skirt and black over the knee stockings?
and also, the skirt comes to mid-thigh so is over-the-knee stockings better or will thigh-high stockings look better?
and can anyone recommend what shoes to wear, ballet flats or a nice pair of kitten heels shoes? thanks for your help, x

Um, if the above poster is right about the St. Trinian's comment.. (Which, truth be told is what I had in mind when I first read your post.) Then a white blouse with a tie, tied loosely.
However, if I've got the wrong end of the stick: I think thigh high stockings with heels will end up looking kinda slutty, so I'd keep it to knee stockings with flats. It'll look a lot cuter. There are a few nice pairs of ballet pumps in Primark for a good price, but they're not that difficult to find; most shops do sell them. (I'd probably go for black, or match the colour of your shoes to your top.)
If the skirt contains different colours, then choose one (the least prominent colour usually works best) and get a string or halter neck top to go with it. If it's a block coloured skirt, a white or black vest top, and a cardigan if it's chilly. I wouldn't get a top that's too fancy, because most of the attention will be drawn to the skirt and legs.
